OFFSHORE MINERALS ACT 1994 - SECT 178

    Except for a condition requiring the payment of a penalty or lodgment of a security, a licence condition must not require the payment of money to:

  (a)   the Designated Authority; or

  (b)   the Joint Authority; or

  (c)   the Commonwealth.
