Particular circumstances in which Secretary must refuse to grant a medicinal cannabis licence that authorises the manufacture of a cannabis drug The Secretary must refuse to grant a medicinal cannabis licence
that authorises the manufacture of a cannabis drug unless the Secretary is
satisfied on reasonable grounds that the drug will be manufactured for a
permitted supply.
