Governor - General may declare countries to be proclaimed overseas countries The Governor - General may declare by Proclamation that a
country is a proclaimed overseas country for the purposes of this Division if
he or she is satisfied that the country's law or custom authorises the
solemnisation , by or in the presence of either or both diplomatic or consular
officers of that country, of marriages outside that country.
