HOUSING ASSISTANCE ACT 1989 - SECT 17

             (1)  The Minister may make arrangements for the making to a State, by way of financial assistance, of, and may authorise, advances on account of grants that are expected to become payable to the State during the first grant year.

             (2)  The arrangements are to provide for the effect on the advances of the following circumstances:

                     (a)  the making of a housing agreement with the State;

                     (b)  the failure of the State to make a housing agreement in the first grant year.
