GREAT BARRIER REEF MARINE PARK ACT 1975 - SECT 38HB
Commencement of certain prosecutions: Attorney - General's consent(1) Proceedings for an offence committed by a person against a provision of Division 6 of this Part must not be commenced without the Attorney - General's written consent if the person is not an Australian citizen, an Australian resident or a body corporate incorporated by or under a law of the Commonwealth or of a State or Territory.
(2) In deciding whether to consent for the purposes of this
section, the Attorney - General must have regard to the obligations of
Australia under international law, including obligations under any agreement
or arrangement between Australia and another country or countries.
