FISHERIES MANAGEMENT ACT 1991 - SECT 63
Deputies of members(1) A member of a Joint Authority may, in writing, appoint a person or persons to be his or her deputy or deputies.
(2) A deputy of a member is entitled, in the absence from a
meeting of the Joint Authority of the member and of the other deputy or
deputies (if any) of the member, to attend that meeting and, when so
attending, is taken to be a member.
