DISABILITY DISCRIMINATION ACT 1992 - SECT 59

                   In this Part:

"service provider" means a Department, a department of a State, a public authority of the Commonwealth, an instrumentality of a State, an educational institution or a person who:

                     (a)  provides goods or services; or

                     (b)  makes facilities available;

whether for payment or not.
