(a)     The Circuit Layouts Act 1989 was amended by Part 3 (sections 40-48) only of the Law and Justice Legislation Amendment Act 1990, subsection 2(1) of which provides as follows:

                 (1)   Subject to this section, this Act commences on the day on which it receives the Royal Assent.
