AUSTRALIAN POSTAL CORPORATION ACT 1989 - SECT 5
Interpretation--meaning of carry by ordinary post For the purposes of this Act, an article is carried by ordinary
post if the article is carried by means of the letter service in such a way as
will not involve the supply of a special service for which a special charge or
additional fee is payable in relation to the carrying of the article.
