Commencement [see Note 1]

                   This Act commences:

                     (a)  if this Act receives the Royal Assent before 1 July 1989--on 1 July 1989; or

                     (b)  if this Act receives the Royal Assent on or after 1 July 1989--one month after it receives the Royal Assent.
