ABORIGINAL LAND RIGHTS (NORTHERN TERRITORY) ACT 1976 - SECT 21D
Rules about Commonwealth Electoral Roll(1) For the purposes of section 21C, a person's name is taken to be on the Commonwealth Electoral Roll if the name appearing on the Roll is, in the opinion of a person authorised under subsection (2) of this section, sufficient to identify the person.
(2) The Electoral Commissioner may, by writing, authorise a
member of the staff of the Australian Electoral Commission for the purpose of
subsection (1).
