   A Bill for an Act to close the Student Financial Supplement Scheme to
   applications from 1 January 2004

   The Parliament of Australia enacts:

      1 Short title

   This Act may be cited as the Family and Community Services (Closure of
   Student Financial Supplement Scheme) Act 2003.

      2 Commencement

   This Act commences on the day on which it receives the Royal Assent.

      3 Schedule(s)

   Each Act that is specified in a Schedule to this Act is amended or
   repealed as set out in the applicable items in the Schedule concerned,
   and any other item in a Schedule to this Act has effect according to
   its terms.

        Schedule 1--Amendment of the Social Security Act 1991

   1 Subsection 5(1) (at the end of paragraph (ca) of the definition of
   prescribed educational scheme)

   Add:

   Note: The Student Financial Supplement Scheme is closed to applications
   from 1 January 2004 (see Part 2B.1A).

   2 Before Part 2B.1 of Chapter 2B

   Insert:

Part 2B.1A--Closure of scheme

      1061ZWA Object of this Part

   The object of this Part is to close the Student Financial Supplement
   Scheme to applications from 1 January 2004.

      1061ZWB Closure of scheme

   For the purpose of this Chapter, a person is not eligible to obtain
   financial supplement for an eligibility period that begins on or after
   1 January 2004.

   3 At the end of section 1061ZZAC

   Add:

   (4) This section does not apply in relation to a period that is the
   whole or part of a year if the year begins on or after 1 January 2004.
