3. In these Regulations, unless the contrary intention appears—“cattle” has the same meaning as in the Stock Act 1991; “Executive Officer” means a person appointed to be Executive Officer under regulation 29; “member” means a member of an Ethics Committee; “relevant person” means—

(a) if the licensee is a body established by or under an Act—the Minister; or

(b) in any other case—the licensee;

“stock” has the same meaning as in the Stock Act 1991 ;
“the Act” means the Animal Welfare Act 1992 .
