ORDINANCE 1984 - SECT 29 29. A person who discharges waste into any waters is not, by reason that the discharge of the waste is authorized by a licence or by an authority under sub-section 28 (1), relieved of any liability to which he would be subject otherwise than under this Ordinance in respect of the discharge of the waste.
