LEGISLATION ACT 2001 - SECT 53
Instrument may prohibit(1) If an Act or statutory instrument authorises or requires a matter to be regulated (however described) by statutory instrument, the power may be exercised by prohibiting by statutory instrument the matter or any aspect of the matter.
