LEGISLATION ACT 2001 - SECT 196

    (1)     A provision of a law that gives a function to an entity also gives the entity the powers necessary and convenient to exercise the function.

    (2)     The powers given to the entity under subsection (1) are in addition to any other powers of the entity under the law.
