Australian Capital Territory Consolidated Acts(1) A keeper or carer of a female dog must not, without reasonable excuse, allow the dog to enter or remain in a public place if the dog is on heat.
Maximum penalty: 5 penalty units.
(2) This section does not apply if the dog is—
(a) confined in a motor vehicle in a public place; or
(b) under the control of the keeper or carer and taking part in—
(i) a dog show, field trial or obedience trial; or
(ii) a dramatic performance or other entertainment.
(3) In a prosecution for an offence against this section, it is not a defence that the dog was under the control of a competent person.
