EXPLANATORY STATEMENT

The objective of the bill is to further enhance the ACT’s statute
book to ensure that it is of the highest standard. The bill does so by amending
Acts and regulations for statute law revision purposes only.
This bill
forms part of the technical amendments program for ACT legislation. Under
guidelines for the technical amendments program approved by the Government, the
essential criteria for the inclusion of amendments in the bill are that the
amendments are minor or technical and non-controversial.
Amendments that are proposed to be made by schedule 1, part 1.5 to the
University of Canberra Act 1989 may not meet the criteria because of
concerns raised within the university community about the effect of some of the
amendments in relation to the university’s council.
The amendment proposes that schedule 1, part 1.5 of the bill be omitted to
ensure that the bill fully complies with the guidelines for the technical
amendments program.
