EXPLANATORY MEMORANDUM

OUTLINE
This Bill provides for an amendment to the Electoral Act 1992 to
defer the start of the next redistribution of electoral boundaries until after
30 April 2003.

DETAILED EXPLANATION
Formal clauses
Clauses 1, 2 and 3 are formal requirements.
They refer to the short title of the Act, commencement and to the Act being
amended. The Act is to commence on the day after its notification day.
Timing of redistribution after 2001 ordinary
election
Clause 4 inserts a new section 37A in the Electoral Act to
provide that the redistribution process required to commence after the
20 October 2001 election must begin as soon as practicable after
30 April 2003. This replaces the existing requirement for the
redistribution to commence as soon as practicable after the third Saturday in
October 2002.
This clause expires on the date of the polling day for the next scheduled
ordinary election, due to be held on 16 October 2004. Consequently, this clause
will not apply to the timing of redistributions held after the 2004
election.
