The Appropriation Bill 2002-2003 (No3) provides for an appropriation of moneys for the financial year 2002-2003.

Section 58 of the Australian Capital Territory (Self-Government) Act 1988, states that public money may not be issued or spent except as authorised by law. Section 6 of the Financial Management Act 1996 provides for the payment of public money only where it is in accordance with an appropriation.

The Bill provides for the following changes to appropriations:

• Government payment for the net cost of outputs of $0.067 million to the Legislative Assembly Secretariat;
• Government payment for the net cost of outputs of $0.842 million to the Chief Minister’s Department;
• Government payment for the net cost of outputs of $0.165 million to ACT Workcover;
• Government payment for the net cost of outputs of $0.668 million to the Department of Treasury;
• Government payment for the net cost of outputs of $0.488 million to InTACT;
• Government payment for the net cost of outputs of $0.630 million to ACT Forests;
• Government payment for the net cost of outputs of $7.596 million to the Department of Health and Community Care;
• Government payment for the net cost of outputs of $6.530 million to the Department of Urban Services;
• Payment for Expenses on Behalf of the Territory of $0.005 million to the Department of Urban Services;
• Government payment for the net cost of outputs of $1.281 million to the Department of Disability, Housing and Community Services;
• Government payment for the net cost of outputs of $2.268 million to the Department of Justice and Community Safety;
• Payment for Expenses on Behalf of the Territory of $0.113 million to the Department of Justice and Community Safety; and
• Government payment for the net cost of outputs of $3.340 million to the Department of Education, Youth and Family Services.

Section 1 cites the name of the Act as being the Appropriation Act 2002-2003 (No 3).

Section 2 provides for the Act to commence on the day after its notification day.

Section 3 refers to the legislative basis for making appropriations.

Section 4 deals with interpretation for the purposes of the Act.

Section 5 states that the year commencing 1 July 2002 is the financial year for the purposes of this Act.

Section 6 provides for additional appropriation totalling $23.993 million for the
2002-2003 financial year. There are nine separate appropriations that are itemised in the following subsections.

Subsection (1) provides for the appropriation of $0.067 million for the net cost of outputs to the Legislative Assembly Secretariat in the 2002-2003 financial year.

Subsection (2) provides for the appropriation of $0.842 million for the net cost of outputs to the Chief Minister’s Department in the 2002-2003 financial year.

Subsection (3) provides for the appropriation of $0.165 million for the net cost of outputs to ACT Workcover in the 2002-2003 financial year.

Subsection (4) provides for the appropriation of $0.668 million for the net cost of outputs to the Department of Treasury in the 2002-2003 financial year.

Subsection (5) provides for the appropriation of $0.488 million for the net cost of outputs to InTACT in the 2002-2003 financial year.

Subsection (6) provides for the appropriation of $0.630 million for the net cost of outputs to ACT Forests in the 2002-2003 financial year.

Subsection (7) provides for the appropriation of $7.596 million for the net cost of outputs to the Department of Health and Community Care in the 2002-2003 financial year.

Subsection (8) provides for the appropriation of $6.530 million for the net cost of outputs to the Department of Urban Services in the 2002-2003 financial year.

Subsection (9) provides for the appropriation of $0.005 million for the Payment of Expenses on Behalf of The Territory to the Department of Urban Services in the 2002-2003 financial year.

Subsection (10) provides for the appropriation of $1.281 million for the net cost of outputs to the Department of Disability, Housing and Community Services in the 2002-2003 financial year.

Subsection (11) provides for the appropriation of $2.268 million for the net cost of outputs to the Department of Justice and Community Safety in the 2002-2003 financial year.

Subsection (12) provides for the appropriation of $0.113 million for the Payment of Expenses on Behalf of The Territory to the Department of Justice and Community Safety in the 2002-2003 financial year.

Subsection (13) provides for the appropriation of $3.340 million for the net cost of outputs to the Department of Education, Youth and Family Services in the 2002-2003 financial year.

Section 7 provides for a definition of appropriation units and output classes.
