APPROPRIATION BILL 2001-2002 (No 3)
The Appropriation Bill 2001-2002 (No 3) provides for an
appropriation of moneys for the financial year 2001-2002.
Section 58
of the Australian Capital Territory ( Self-Government ) Act 1988, states
that public money may not be issued or spent except as authorised by law.
Section 6 of the Financial Management Act 1996 provides for the
payment of public money only where it is in accordance with an
appropriation.
The Bill provides for the following changes to
appropriations:
• Government payment for the net cost of outputs of
an extra $1.886 million to the Chief Minister’s Department;
• A
capital injection of $2.380 million to The Chief Minister’s
Department;
• Government payment for the net cost of outputs of $2.785
million to the Department of Urban Services;
• A payment for expenses
on behalf of the Territory of $0.027 million to the Department of Urban
Services;
• A capital injection of $0.150 million to The Department of
Urban Services;
• A payment for expenses on behalf of the Territory of
$5.587 million to the Department of Treasury;
• Government payment for
the net cost of outputs of $1.507 million to the Department of Education and
Community Services;
• A payment for expenses on behalf of the Territory
of $2.603 million to the Department of Education and Community
Services.
• Government payment for the net cost of outputs of $2.270
million to the Department of Justice and Community Safety; and
• A
capital injection of $0.300 million to ACT Forests.
APPROPRIATION BILL 2001-2002 (No 3)
Section 1 cites the name of the Act as being the
Appropriation Act 2001-2002 (No 3).
Section 2 provides
for the Act to commence on the day after its notification
day.
Section 3 refers to the legislative basis for making
appropriations.
Section 4 states that the year commencing 1
July 2001 is the financial year for the purposes of this Act.
Subsection
(a) defines the appropriation unit for each department with the exception of
ACT Forests.
Subsection (b) defines the appropriation unit for ACT
Forests.
Section 5 deals with interpretation for the purposes
of the Act.
Section 6 provides for additional appropriation
totalling $19.495 million for the
2001-2002 financial year. There are ten
separate appropriations that are itemised in the following
subsections.
Subsection (1) provides for the appropriation of a
$1.886 million Government payment for the net cost of outputs to the Chief
Minister’s Department in the 2001-2002 financial
year.
Subsection (2) provides for the appropriation of $2.380
million capital injection to The Chief Minister’s Department in the
2001-2002 financial year.
Subsection (3) provides for the
appropriation of a $5.587 million for the payment of expenses on behalf of the
Territory to the Department of Treasury in the 2001-2002 financial
year.
Subsection (4) provides for the appropriation of a
$2.785 million Government payment for the net cost of outputs to The Department
of Urban Services in the 2001-2002 financial
year.
Subsection (5) provides for the appropriation of $0.150
million capital injection to The Department of Urban Services in the 2001-2002
financial year.
Subsection (6) provides for the appropriation
of $0.027 million for the payment of expenses on behalf of the Territory to the
Department of Urban Services in the 2001-2002 financial
year.
Subsection (7) provides for the appropriation of $2.270
million Government payment for the net cost of outputs to The Department of
Justice and Community Safety in the 2001-2002 financial year.
Subsection (8) provides for the appropriation of $1.507
million Government payment for the net cost of outputs to The Department of
Education and Community Services in the 2001-2002 financial year.
