Dial-up facilities

Modems allow computers to communicate over standard telephone lines, by
converting digital signals understandable by computers into analogue signals
(sound) which are capable of transmission over a phone line, and vice-versa.
Dial-up access is normally used to establish a terminal session between a
micro-computer or terminal and a larger multi-user host. Communciations speeds
are slower than LANs or WANs. Dial-up communications offer potential benefits
to courts, including access to government and commercial services (such as
Scale and Info-One) from a judge's chambers or court-room. Courts might also
provide dial-in access to court-run litigation support databases, research
databases, or other types of services (such as on-line filing of court
documents). This would allow judges and counsel to have access from home or
remote chambers, subject to security considerations. These uses are discussed
in the rest of this Chapter.
